What is Conceptual Approaches

 

Conceptual approaches refer to the theoretical frameworks or models that guide the way in which a particular issue or problem is understood and studied. In the context of the Comptroller and Auditor General (CAG), conceptual approaches may include different theories or models for understanding how public funds are used, or for evaluating the effectiveness of government policies and programs.

Examples of conceptual approaches that the CAG may use include:

  • Performance auditing: This approach focuses on evaluating whether government policies and programs are achieving their intended results and making recommendations for improvement where necessary.
  • Public Financial Management (PFM): This approach focuses on analyzing the systems, processes, and institutions that are in place to manage public finances, in order to identify areas where improvements are needed.
  • Risk-based auditing: This approach focuses on identifying and assessing risks in financial systems and operations in order to prioritize audit resources and ensure that the audit process is as effective as possible.

These conceptual approaches used by CAG are not mutually exclusive and can be used in combination as well. The CAG may also adopt other approaches as required, depending on the specific issue or problem being studied.
